Finance Manager, Regional Finance Operations (Singapore)

An international maritime and technology-focused organisation is seeking a hands-on Finance Manager to lead finance, governance, payroll, and corporate administration activities across its Singapore operations, with additional regional exposure supporting Dubai entities.

Reporting directly to the General Manager, this is a broad business partnering role offering significant exposure to senior leadership, Board governance, regional stakeholders, and international operations. The successful candidate will play a key role in maintaining financial discipline, supporting strategic decision-making, and driving operational excellence across the organisation.

Key Responsibilities:
Finance & Reporting

  • Monthly financial reporting for Singapore and Dubai entities, including analysis and delivery of accurate and timely figures
  • Lead quarterly forecasting processes and provide structured input to HQ
  • Ensure cost control and overall financial oversight
  • Maintain and further develop cash management, payment procedures and banking relationships
  • Manage audits, statutory reporting, and tax compliance (including GST / IRAS)
  • Oversee intercompany transactions and transfer pricing compliance
  • Continuously improving accounting and reporting processes in line with group standards

Board & Governance

  • Prepare high-quality board materials, agendas, and minutes for currently three legal entities
  • Ensure structured follow-up and implementation of board decisions and resolutions

Payroll & HR Administration

  • Perform and manage payroll runs, ensuring compliance with CPF submission requirements and employee tax reporting obligations.
  • Support key HR processes such as advertising, onboarding/offboarding and handle work pass administration
  • Maintain employee data, HR systems, and ensure compliance with local requirements
  • Maintain and update staff rules and policies in cooperation with Head office
  • Coordinate insurance schemes and required statutory reporting

Key Requirements

  • Around 10 years of relevant and hands-on experience within finance and payroll/HR processes - audit background would be an advantage
  • Solid understanding of financial reporting, accounting, compliance, and governance
  • Structured, reliable, analytical and operational, with the ability to execute, prioritize, and collaborate across functions and cultures
  • Strong communications skills and the ability to challenge and to manage multiple responsibilities in a dynamic environment
  • International mindset and experience
  • Proactive mindset with interest in improving processes and leveraging technology and AI
